In fact the world of websites had already started to find trends, colourful rollover buttons and large image laden websites were popular, graphics were king, the problem was the time all this took to load.
In the UK the Internet was stalling, companies were sceptical that this medium would take off, websites were slow and dysfunctional, even showing a presentation depended on a company actually having internet access. This made selling SEO difficult, some of the large ad agencies and newspaper publishing groups got on the bandwagon consuming huge government grants and then not delivering the website design service promised. There was no fast access for the consumer, the British government was letting us all down badly.
